The Mexican Empire of Iturbide, by Timothy E. Anna

"Anna tells the story of the rise and fall of Mexico's 'Liberator' from September 1821 to March 1823. He highlights Iturbide's contributions to Mexican independence, his crowning as emperor, his historic struggle with Congress, and the role that regionalism played in his downfall. The strong point of the book is Anna's debunking of William Spence Robertson's Iturbide of Mexico and other biographies." - R. Acuna, "Choice".

Lipstick on a Pig
By John H. Hannah
In The Mexican Empire of Iturbide, Timothy Anna argues that Mexico's first post-independence ruler has been unfairly maligned and ignored by historians because of "falsehood(s) planted in historiography by partisan contemporaries." Anna doesn't come close to proving his thesis and at times his conclusions defy simple common sense.

Anna's description of Iturbide's "election" as Emperor is a perfect example. He admits that the pro-Iturbide demonstrations in the street were begun by loyal soldiers, but quotes witnesses who said that they "extended to all classes" and that "there wasn't the slightest opposition." Really? Not the slightest opposition to a mob whipped up by Iturbide's troops? Well, alright then.

When discussing the controversy regarding the presence of a quorum in the Mexican Constituent Congress when it declared Iturbide Emperor, Anna uses Iturbide's own claim that there was one as evidence. He states, stunningly, "there is no reason to believe him a less reliable eye-witness than any other present in Congress that day." So the man to be made Emperor had no more a vested interest in the proceedings - or their perceived legitimacy - than anybody else who happened to be in the room?

Anna even defends Iturbide's attempt to establish military tribunals to try civilians. Because such courts were technically legal under the Spanish Constitution that was nominally in effect until Mexico drafted it's own, Anna seems to find the dire alarm with which Congress, republicans, and Bourbonists viewed them as not quite valid. Anna also minimizes Iturbide's arrest and imprisonment of his regime's critics, then seems as stunned as the Emperor himself that anyone would hold the man in contempt.

Old patriots like Guerrero and Bravo disappear in the book after the Plan de Iguala and don't resurface until Chapter 6 (of eight.) Then Anna accuses them of less than pure motives when they break with Iturbide. Even if they were, as Anna argues, primarily motivated by the fact they were struggling financially under the new regime, Anna fails to explain why this wasn't a legitimate gripe. These men were fighting for independence when Iturbide - who now adorned himself with the opulence of a 1.5-million-peso household budget -was opposing it with arms.

The problems with this book are too many to cite in such a short review. But one more is worth mentioning. Anna bemoans the Plan de Casa Mata rebellion that led to Iturbide's downfall as the beginning of the Army's role in the "making and unmaking" of Mexican governments. He wrote this, I assume, with a straight face - as if the army and its officers had been detached observers to Iturbide's own "election" as Emperor.

El sargento Pio Marcha
By I. M. C. Garcia
